City Plan Commission vice-chair Gloria Tarpley gave her perspective for why neighbor Alex Winslow decided to yank his rezoning request for the property on the northeast corner of Richmond and Abrams:

“I visited with Alex and heard all the details of his proposed project, and I told him that, given that this project is zoned residential and a conservation district, it is particularly critical for him to get the support of the neighbors for this to move forward, and so he understood that.

“I also told him I had a meeting that had been requested by some of the neighbors that were opposing the application. And so, I met with them (Monday) night and visited with them. Alex had given me several thoughts as to what he would be willing to do to meet some of their objections. He was very willing to try and find other avenues where they might reach agreement. He had suggested perhaps changing it from commercial to just doing some sort of office rezoning, and perhaps even keeping it within the conservation district.

“But when I met with the neighbors (a group of about 20 neighbors, all of whom were in the notification zone, meaning the properties within a 200 foot radius of the property), they were very united in the feeling that the only kind of zoning they could support for that property, would be to keep the residential zoning with the conservation district in tact.

“I conveyed that Alex, and at that point he decided it would be better to just withdrawal the application since it would not enjoy neighbor support. It basically is a closed case now.”
