The Dallas City Council approved the rezoning for the residential development at the Garland Road Thrift Store site.

Developer Larkspur Capital plans to build a 56-unit “pocket neighborhood” consisting of two- and three-story structures on Garland Road near Peavy Road. The residences will be multifamily buildings with attached garages. Two-story buildings line the perimeter, and three-story buildings surrounding a common area are in the center of the 3.61-acre site.

The City Plan Commission approved the rezoning in January and passed the case along to Council, recommending approval with modifications.

One condition requires facades facing Garland Road to have at least one window and one entrance facing the street at street-level. The entrance has to access the street or open space with an improved path connecting to the sidewalk. A transparent surface is required for every 25 feet of continuous street-fronting facade along Garland Road.

Another modification has to do with the Peavy Road driveway. It should have an automatic gate that restricts non-emergency traffic to vehicles exiting the property. Signs should be placed to prohibit vehicles from entering the property using the Peavy Road driveway and to allow vehicles to turn right only when exiting.

At the March 9 meeting, District 9 City Council member Paula Blackmon said there was concern about an area on Peavy Road where three driveways were coming together near the property. DART agreed to move its bus stop further south near Losa Drive to help address this issue.
