Casa View Court, the residential development proposed for the site currently occupied by the Garland Road Thrift Store, received unanimous approval from the City Plan Commission (CPC) at their Jan. 20 meeting.

Fifty-six rental units are planned to replace the store. Developer Larkspur Capital’s site plan shows a combination of duplexes, free-standing residences and four six-plexes. The perimeter will be lined with the two-story homes, each with a private backyard, while the three-story structures are in the middle, surrounding a community pool.

Neighborhood leadership has supported the plan, noting it is consistent with the Garland Road Vision Study.

District 9 Plan Commissioner Michael Jung made the motion to approve the planned development (PD) with two modifications regarding Garland Road facing building facades and gate locations on the Peavy Road access.

“Traveling northeast on Garland Road is a challenge and in need of upgrading land uses,” Jung said. “This project is a useful addition to that improvement process and enjoys broad community support.”

Next stop for Larkspur is the City Council meeting on March 9. If successful at Council, the project would get started this spring with completion scheduled for early 2023.

Larkspur has developed other projects in East Dallas, including the acquisition and renovation of  the former Faulkner Tower into Gaston Tower.
