District 9 City Council member Paula Blackmon hosted a public meeting Dec. 21 to discuss the signal. When the City presented its plans, neighbors questioned why including left-turn arrows wasn’t a priority, why a signal would be installed before a study could analyze traffic throughout the entire Abrams Road corridor and how adding another light would be a solution to problems.

By the end of the meeting, it was clear more discussion needed to happen. Neighbors were supposed to split into smaller groups to discuss the design presented at the meeting and what a left-turn arrow, which was not included in the design, would add.

City staff met with residents Jan. 20 to talk about redesigning the signal and whether a signal was needed.

Staff told neighbors at the December meeting a traffic signal was warranted based on four-hour vehicular volume, one of the stipulations outlined in the 2011 Texas Manual on Uniform Traffic Control Devices.

The City also said at the meeting that to stop the traffic signal from being installed, another study would have to be done to prove that a signal no longer met any of the nine warrants.

We received an update via email from Chris Caso, the City Attorney. He told us that there has been no follow-up meeting since Jan. 20. Staff are now redesigning the signal, and it will be scheduled for construction once the redesign is complete.

Caso said “staff is re-evaluating the design to attempt to install requested changes.”
