Developers Jon Hetzel and Alex Lowe hope to rezone .91 acres of the 1.29 acre site from Commercial Service (CS) to MF-2(A). The remaining .38 acres is already zoned MF-2(A).

The site is at 4615 Willow St., an odd street running parallel to the trail between Fitzhugh and Carroll. Hetzel and Lowe plan to build smaller units and enhance common areas and community amenities.

In an unusual circumstance for East Dallas rezones, no neighbors appeared before the plan commission in favor or opposition to the project. In fact, the rezone request was included in the consent agenda with other projects where the plan commission lumps non-controversial projects together and votes on the bunch at once.

Prior to the plan commission, Hetzel and Lowe presented their project to neighbors in a community meeting at Exall Recreation Center on Dec. 12. Read more about the project and the meeting here.
