Juliette Fowler Communities just celebrated a new venture that aims to make senior living more affordable for those hard-pressed to find an affordable retirement elsewhere.
Juliette Fowler Communities is a 123-year-old intergenerational residential community located in East Dallas, and last week it hosted a dedication ceremony and reception to mark the opening of its new independent living apartments, which are located at 5810 East Side Avenue in Dallas, on the Juliette Fowler Communities campus.
There are 36 one-bedroom apartments, dubbed the Fowler Christian Apartments III, built to provide low-income housing, supportive services and enrichment programs designed specifically for senior citizens over age 62.

The properties offer rental subsidy to residents through the Department of Housing and Urban Development (HUD), which funds Section 202 Supportive Housing for the Elderly. Fowler Christian Apartments III was built with grants from HUD, the City of Dallas, Juliette Fowler Communities and the Juliette Fowler Communities Foundation.
These could be the last HUD-funded apartments built in Texas, since the 2012 Notice of Funding Availability, according to a press release. “The decline in funding over the past several years, together with inflationary pressures, has led to an end in construction of new units for older persons,” the release says.
The release also claims that for every affordable unit in the U.S. there are 10 qualified people in need of assistance. There is a “growing need for low-income housing for seniors and the ‘retired poor’ in Dallas-Fort Worth and across America,” the release says, pointing to nurses, teachers, truck drivers, grocery store managers or “other hourly or service-industry workers whose life savings will fall short of their retirement expenses and needs.”
