City Council is set to hear comments Nov. 14 regarding a plan to build as many as 350 apartments at West Lawther and Northwest Highway. Developer Winston Capital is requesting the proposed complex be as high as 75 feet, or six stories.

The developer is requesting a zoning change from single family and community retail to multifamily. Winston also is requesting the city allow higher density, 76.6 units per acre, than what multifamily zoning would allow. The developer requests setbacks, the distance from the street to the building, to be 10 feet instead of 15 as normally would be required in a similar multifamily project. The developer also wants to use 75 percent of the land for buildings, as opposed to the usual allowance of 60 percent for multifamily zoning.

The proposed apartment complex is adjacent to the DART rail White Rock station. The developer plans two driveways, one on Northwest Highway and one on West Lawther, plus a pedestrian connection to the DART station.

City staff has recommended that City Council approve the request.
