“It’s always been zoned for parking,” says Bill Willingham of Rutledge-Willingham, the Lake Highlands-based property company that owns the land and the theater. “The neighbors said they didn’t want that, so we’re building it at grade.”

This plan is a lot cheaper, he says.

The parking lot will include side walls, a fence and landscaping. It will hold about 32 cars, Willingham says, and it could be finished by the end of the year.
