The lights are being set to flash while the contractor completes concrete work and striping, a spokesperson for the City of Dallas said. After that, the Dallas Department of Transportation can program the signal colors and timing. A city spokesperson did not immediately provide an expected completion date for this work.

Signals at Emerald Isle, which provides access to White Rock Lake Park, specifically the area near the baseball fields and Winfrey Point, were installed over a year ago. They were warranted because of traffic volumes at the intersection. But the lights haven’t been in use.

This is the latest intersection on a short stretch of Garland Road to receive traffic signals. There’s already a light at Old Gate Lane, on the other end of White Rock Shopping Center, close to Chick-fil-A. And there are several in front of the Dallas Arboretum.
