Ortiz has been a police officer for 25 years in Dallas. He had received 93 commendations prior to this award, with five being earned in 2021.

In April of 2021, Ortiz worked traffic at Rosemont Elementary School. He quickly became a volunteer for the iBike Rosemont program where he helped improve bike safety for students and the community.

Krista Andrews, the Dallas Police Sergeant, was the one who nominated Ortiz for the award. She stated that his “dedication to duty is outstanding” and was “an exceptional officer,” in her nomination letter.
