My comment:  My involvement with the Neighborhood association has admittedly been minimal despite my best intentions.  They arranged with the city to provide free trees to anyone in the neighborhood who would dig a hole between the curb/sidewalk and would promise to keep the tree alive for a year.  We met the first criteria and have kept them alive ever since (the rain has helped.)  Since I haven’t been to an actual meeting yet, maybe someone who has will make a comment.  Otherwise, I’ll try and post a follow-up (provided I get off my behind and make the meeting.)
