A $3 million makeover, partially funded by the City of Dallas, could be in the works for the Casa View Shopping Center.

City Council on Wednesday will consider whether to give the shopping center on Gus Thomasson at Ferguson, which was built in the 1950s, $1 million in economic development funds. The property’s owner would be required to put up at least $1.5 million to be eligible for the funds, but he is planning to invest about $2 million, according to the proposed agreement. The owner, J.W. Levell, declined to comment via his assistant.

The renovation would retain the property’s original character and revitalize it as the heart of the gentrifying Casa View neighborhood, according to a proposed agreement.

The $3 million would pay to replace or repair the shopping center’s sidewalks as well as the overhang. The parking lot would be reconfigured, and new signs, lighting and landscaping would be added. The “Casa View” sign pictured above would be replaced, and some of the original brick and metal architecture would be restored.

The shopping center’s central courtyard would be updated with landscaping and other amenities in hopes of facilitating a neighborhood market and other events.

The city also would improve a stretch of Gus Thomasson Road from Ferguson to San Medina to make it more pedestrian friendly.

Casa View neighbors have been working for decades on plans to update the neighborhood’s commercial district. City Councilman Mark Clayton made Casa View part of his campaign platform, and last year, City Council approved the Greater Casa View Area Plan.

“It’s going to transform that area,” Clayton says of the Casa View makeover.

The hope is that the renovation will draw a new tenant mix and result in future tax revenues for the city.

If Council approves the agreement this week, construction could begin as soon as July of this year, and it is expected to take about two years to complete.
